Constance 'Connie' 'Connie' Locke's Obituary
Constance (Connie) H. Locke went to join her Father in Heaven on February 27, 2017. She was born in Akron, Ohio to Faun & Leon Fornel and moved to Miami with her parents when she was 3 years old. She grew up in the Miami area, graduated from Miami Jackson High School and St. Thomas University, where she received her Bachelor and Master Degrees. Connie worked at Miami-Dade Sheriff’s Office for 34 years and retired as their first female Commander in 1990. She started the Crime stoppers Program in Dade County. Considered a pioneer female in her 42 years in the law enforcement field, Connie saw hand written reports replaced with automated computer systems in the patrol cars, and radio dispatchers that were assisted by detailed 911 electronic systems, among other outstanding changes.She moved to Volusia County when her husband became Chief of Police in Orange City. Connie then went to work for Volusia County Sherriff’s Office and retired in 1997 as the first female Major in the Department. She continued her Law enforcement career by becoming an Interim Chief in the Criminal Justice Information Services Division at Florida Department of Law Enforcement and served there until 2001. She was a member of the Deltona Woman’s Club, Woman’s Club of DeLand and a state officer in the General Federation of Women’s Club Florida. She sat on the Board of West Volusia Police Athletic League and was active in supporting the Abused Women’s Shelter. She was an officer in the Treeshores Homeowners Association. Connie was an active member of the Calvary Baptist Church where her church family was very important to her, as was her volunteer work.She is survived by her husband of 61 years, Arthur and a son Matthew Locke, wife Julie. She has five grandchildren; Jennifer Sullivan, Matthew Locke, Jr., Kristina Locke, Amanda Locke, Zachary Locke and seven great grandchildren. She leaves two sisters, Marilyn Ivester, husband Harold and Carol Kaplan, husband Edward, one brother, Leon Fornel, one niece Robin Law and two nephews, Wayne Ivester and Eric Kaplan and wife, Brevard, and Kim who has always been like a daughter to us. She will be greatly missed by her family, her church, many local, county and state law enforcement friends and the volunteer groups she wholeheartedly supported.Visitation will be held Friday, March 3, 2017 from 6-8pm at Baldauff Family Funeral Home, 1233 Saxon Boulevard, Orange City, Fl 32763. A Funeral Service will take place 10am on Saturday at Calvary Baptist Church, 671 N. SR 415, Osteen, Fl 32764.
